Children's Educational Abstention and Criticism of Existing Policies

School dropout rates among children, whether due to the legal responsibilities defined for governing bodies or due to widespread social sensitivities, have always been a concern for government officials and non-governmental organizations. Despite these responsibilities and sensitivities, unfortunately, the rate of school dropouts among children has increased. The present study aims to examine and critique the laws, policies, and actions of institutions and responsible organizations regarding school dropout among children. To achieve this goal, the set of laws, policies, and actions of responsible institutions have been reviewed. The study is descriptive and conducted through a documentary method. According to the law, the Welfare Organization (Ministry of Labor, Welfare, and Social Affairs), the Ministry of Education, and the Ministry of Interior are responsible for addressing school dropout as one of the hazardous conditions for children. The results of the review indicate that one of the most significant weaknesses of these programs is the lack of a comprehensive perspective on the phenomenon of school dropouts. The economic, social, and health preconditions related to school dropout, the current conditions experienced by dropout children, and the consequences of being away from education for children should be considered in an integrated package. Additionally, the state of the educational system and the prevailing bureaucracy, including the very low flexibility of official school programs, the availability and conditions of schools (adaptation, registration costs, etc.), and the lack of attention to alternative and advanced educational methods, should be given more attention.
