Investigating and Analysis of Laws and Regulations of Architecture and Urban Planning in order to Facilitate the Presence of Disabled People in the City

The presence of human beings in the environment and performing vital activities requires being suitable for the urban environment and having the minimum ability in terms of motor independence. For this reason, to establish social justice and citizenship rights, the relevant institutions have tried in recent years to adopt related rules and regulations. Implementing the principles of adaptation to facilitate the movement of people with disabilities requires standard criteria. In this regard, the purpose of this study is to review and analyze the existing laws related to people with disabilities. After reviewing the rules, regulations, and approvals, using the content analysis of the laws and ratification, the main issues are extracted, and their frequency is beginning in the domestic laws. The obtained results show that the two matters of "compliance with the rules" and "adaptation instructions" have had the most presence in the set of laws, as well as the two institutions of the Center for Road and Housing and Urban Studies of the Ministry of Roads and Urban Development and the Deputy of Urban Planning and Architecture of Tehran Municipality and The entire architecture and building body adopted rules and regulations regarding the optimization of the presence of the disabled. surveying of rules and regulations shows that the most important challenges and gaps in the implementation of these rules are the lack of comprehensiveness of rules and regulations, lack of proper enforcement guarantees and a comprehensive plan, as well as lack of financial resources to implement the rules and regulations. The situation of the presence of the disabled people in the city is facing a problem. |
