With the inability of the government in Tehran to respond to various urban needs and the lack of compliance with citizens' priorities with the plans and the need for more accountability in the administration of urban affairs, Today, a model of city administration is proposed based on the new attitude of urban governance to these countries. Which calls not only the government, but also the civil society and the private sector to participate in the city administration. The research methodology is descriptive-analytic And has been collecting information using documentary and library methods.
