Policy analysis of the role of local governance in the success of urban management policies

The success of urban management policies, in addition to the quality of design, depends on governance mechanisms at the local level and how they are implemented. Despite the development of numerous documents and programs in the field of urban management in Iran, evidence shows that a significant portion of policies do not achieve the expected goals during the implementation phase. Therefore, the present study was conducted with the aim of policy analysis of the role of local governance in the success of urban management policies. This study is applied in terms of purpose and qualitative in terms of methodology with a policy analysis approach and the use of the content analysis method. Data were collected by studying upstream documents and laws related to urban management and conducting 14 semi-structured interviews with experts in the field of urban management, public policymaking, and local managers. The selection of participants was purposeful and the interview process continued until theoretical saturation was achieved. The resulting data were analyzed using the content analysis method. The research findings show that the components of local governance, including institutional coordination between different levels of governance, participation of local stakeholders in the policy implementation process, transparency and accountability of local institutions, executive capacity of municipalities, and the quality of interaction between the central government and local management, play a decisive role in the success of urban management policies. Weaknesses in these components lead to a gap between policy design and implementation and reduce the effectiveness of urban policies. Based on the research results, strengthening local governance mechanisms can lead to improved implementation of urban management policies and enhance the efficiency of the urban management system. Finally, specific policy suggestions are presented to reform institutional structures and improve the policy implementation process.
