other تحلیل سیاستی نقش حکمرانی محلی در موفقیت خط‌مشی‌های مدیریت شهری تخصصي Special كاربردي Applicable <span style="font-size:12pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="line-height:115%"><span style="font-family:Aptos,sans-serif"><span b="" lang="AR-SA" mitra="" style="font-family:">موفقیت خط‌مشی‌های مدیریت شهری، علاوه بر کیفیت طراحی، به سازوکارهای حکمرانی در سطح محلی و نحوه اجرای آن‌ها وابسته است. با وجود تدوین اسناد و برنامه‌های متعدد در حوزه مدیریت شهری در ایران، شواهد نشان می‌دهد که بخش قابل توجهی از خط‌مشی‌ها در مرحله اجرا به اهداف پیش‌بینی‌شده دست نمی‌یابند. ازاین‌رو، پژوهش حاضر با هدف تحلیل سیاستی نقش حکمرانی محلی در موفقیت خط‌مشی‌های مدیریت شهری انجام شده است</span>. <span b="" lang="AR-SA" mitra="" style="font-family:">این پژوهش از نظر هدف کاربردی و از نظر روش‌شناسی، کیفی با رویکرد تحلیل سیاستی و استفاده از روش تحلیل مضمون است. داده‌ها از طریق مطالعه اسناد و قوانین بالادستی مرتبط با مدیریت شهری و انجام </span><span b="" lang="FA" mitra="" style="font-family:">۱۴</span> <span b="" lang="AR-SA" mitra="" style="font-family:">مصاحبه نیمه‌ساختاریافته با خبرگان حوزه مدیریت شهری، سیاست‌گذاری عمومی و مدیران محلی گردآوری شده است. انتخاب مشارکت‌کنندگان به‌صورت هدفمند انجام شد و فرایند مصاحبه‌ها تا دستیابی به اشباع نظری ادامه یافت. داده‌های حاصل با استفاده از روش تحلیل مضمون مورد تحلیل قرار گرفت</span>. <span b="" lang="AR-SA" mitra="" style="font-family:">یافته‌های پژوهش نشان می‌دهد که مؤلفه‌های حکمرانی محلی شامل هماهنگی نهادی میان سطوح مختلف حکمرانی، مشارکت ذی‌نفعان محلی در فرآیند اجرای خط‌مشی‌ها، شفافیت و پاسخگویی نهادهای محلی، ظرفیت اجرایی شهرداری‌ها و کیفیت تعامل دولت مرکزی با مدیریت محلی نقش تعیین‌کننده‌ای در موفقیت خط‌مشی‌های مدیریت شهری دارند. ضعف در این مؤلفه‌ها موجب بروز شکاف میان طراحی و اجرای خط‌مشی‌ها و کاهش اثربخشی سیاست‌های شهری می‌شود</span>. <span b="" lang="AR-SA" mitra="" style="font-family:">بر اساس نتایج پژوهش، تقویت سازوکارهای حکمرانی محلی می‌تواند به بهبود اجرای خط‌مشی‌های مدیریت شهری و ارتقای کارآمدی نظام مدیریت شهری منجر شود. در پایان، پیشنهادهای سیاستی مشخصی در راستای اصلاح ساختارهای نهادی و بهبود فرآیند اجرای خط‌مشی‌ها ارائه شده است</span>.</span></span></span></span></span><br> &nbsp; <span style="font-size:12pt"><span style="line-height:115%"><span style="font-family:Aptos,sans-serif"><span style="font-size:10.0pt"><span style="line-height:115%"><span style="font-family:&quot;Times New Roman&quot;,serif">The success of urban management policies, in addition to the quality of design, depends on governance mechanisms at the local level and how they are implemented. Despite the development of numerous documents and programs in the field of urban management in Iran, evidence shows that a significant portion of policies do not achieve the expected goals during the implementation phase. Therefore, the present study was conducted with the aim of policy analysis of the role of local governance in the success of urban management policies. This study is applied in terms of purpose and qualitative in terms of methodology with a policy analysis approach and the use of the content analysis method. Data were collected by studying upstream documents and laws related to urban management and conducting 14 semi-structured interviews with experts in the field of urban management, public policymaking, and local managers. The selection of participants was purposeful and the interview process continued until theoretical saturation was achieved. The resulting data were analyzed using the content analysis method. The research findings show that the components of local governance, including institutional coordination between different levels of governance, participation of local stakeholders in the policy implementation process, transparency and accountability of local institutions, executive capacity of municipalities, and the quality of interaction between the central government and local management, play a decisive role in the success of urban management policies. Weaknesses in these components lead to a gap between policy design and implementation and reduce the effectiveness of urban policies. Based on the research results, strengthening local governance mechanisms can lead to improved implementation of urban management policies and enhance the efficiency of the urban management system.
