The city is not merely created as a living entity but emerges through an inseparable connection with the society that produces it—a civil society that itself is shaped by human presence. The urban landscape is understood as both an objective and subjective phenomenon, where these two dimensions cannot be separated. In contemporary cities, rapid population growth and high building density have increased the demand for small and cost-effective open spaces that can enhance citizen presence. At the same time, many small abandoned plots, often left without clear ownership, are unsuitable for conventional urban uses due to their limited size and specific location. Instead, they frequently become neglected areas associated with social problems, environmental challenges, and visual degradation. This research aims to identify and prioritize the key components that influence citizens’ willingness to use such spaces, adopting a mixed-methods (quantitative–qualitative) approach. First, environmental variables were identified through a content analysis of library resources. Based on these variables, a questionnaire was distributed among 381 participants. Data were analyzed using SPSS software, applying tests for normality, Spearman correlation, Friedman ranking, and inferential analyses. The findings indicate that safety, environmental comfort, aesthetics and attractiveness, health and hygiene, sense of belonging, continuity and legibility, accessibility and convenience, social interaction, flexibility, and educational potential are, respectively, the most significant factors affecting citizen engagement. Considering these priorities can provide a framework for the effective organization and landscape design of abandoned urban spaces, helping to foster greater public presence and strengthen social interaction
