The purpose of this paper model design canvas - the action for public organizations of Iran. Ecological behavior - before doing the action in protected environments helps identify the behaviors in this article are three levels of individual, institutional, and environmental factors associated with the components and it is intended. The method is based on the purpose, nature descriptive, cross-sectional view and in terms of the type of data is qualitative. Statistical research, public managers and deputy director of Tehran province through the sample of 255 people, 720 of which were considered as examples. Questionnaire consisted of 90 questions that confirm its validity and its reliability by using Cronbach's alpha with the 924/0 has been approved. Using descriptive and inferential statistics (confirmatory factor analysis) were analyzed research data. The results showed that ecological behavior before action at all three levels studied, along with the components and indicators is approved.
