Application of Social Development Strategies in Urban Physical Planning Case Study: Foladshahr in Isfahan Province

| This research was conducted with the aim of explaining social development strategies and translating their application into physical planning of Foladshahr city. The main issue is how to reflect social needs and priorities in urban physical plans. The research methodology was mixed (qualitative-quantitative) and based on SWOT analysis. The nature and collection of data was such that basic data were obtained through documentary and field studies, and then a comprehensive assessment of social indicators was made by designing a questionnaire based on the Likert scale. The study area and statistical population included Foladshahr city and two target groups of experts and executive managers. Data analysis was conducted at two levels: first, statistical analysis of questionnaire data (including calculating the mean and standard deviation for each item by respondent groups) and then, content analysis to develop a SWOT matrix. The important results indicated that the perceptions and priorities of the two groups overlapped in some areas and in others, there was a significant gap. Strengths (such as high social participation), weaknesses (such as reduced sense of belonging), opportunities (such as political support capacity), and threats (such as elite migration) were identified and categorized in the form of a SWOT matrix. Accordingly, 17 strategies were developed in four categories: SO, WO, ST, and WT. The final prioritization of strategies was carried out quantitatively using the QSPM model, which showed that SO-type strategies had the highest average attractiveness. The objective achievement of the research was to transform these social strategies into physical implications and provide a roadmap that links the strategies to plans and executive projects at the city and neighborhood scale.
