Analysis of the Status of Institutional Capacity Components in the Realization of Integrated Urban Development
(Case Study: Shahrekord City)

Abstract
The present study was conducted with the aim of explaining the components of institutional capacity in the realization of integrated urban development in Shahrekord City. This research is applied in terms of its purpose and descriptive-analytical in terms of its nature and method. The statistical population of the research was 37 academic experts, experts and institutional-organizational managers who had the necessary knowledge and experience in the field of the study objectives and scope of the study. These experts were selected based on the purposive and chain sampling method. SPSS software was used to analyze the information. In the first step, using document analysis and library studies and then using the opinions of experts, 5 components were extracted, including "institutional integrity, institutional ability, institutional learning, legal arrangements and institutional knowledge and innovation", and a total of 51 components were extracted. In the second step, a general review of the current status of the components indicated an average status of these components towards realizing integrated urban development in Shahrekord. Also, the indicators of “integrated implementation measures in the urban development process, effective vertical and horizontal coordination between various governmental, non-governmental and civil society institutions for integrated urban planning, integrated policymaking in the urban development process, citizen participation in urban development decision-making processes, utilization of citizens’ opinions by urban institutions, understanding of public interests instead of sectoral/organizational interests, continuous improvement of employees’ knowledge, adherence to the provisions of regulations, circulars and uniform implementation of laws, citizens’ access to information related to urban development services, and the index of the extent of use of citizens’ knowledge and experiences” showed an inappropriate level in realizing integrated urban development.
