Evaluating the possibility of establishing a single urban management in Iran from the perspective of the constitution and government structure

This article examines the possibility of realizing urban unit management in Iran, focusing on legal and structural foundations. Urban unit management, as an integrated approach to coordinating activities and services in cities, requires a review of executive and legislative structures. This research examines the historical course of urban management in Iran from the Constitutional era to the Islamic Republic and the impact of the government structure on the realization of urban unit management. Initially, the establishment of city associations was the first step towards public participation in urban management. These institutions were formed with the aim of supervising urban affairs and providing public services, but in practice, due to the centralization of the central government and limited powers, they were unable to fully fulfill their role. During the Islamic Republic, with the approval of the new constitution, Islamic councils were introduced as the pillars of local management. Principles such as Articles 7, 100, 103, 102, 101, and 105 of the constitution strengthened the role of councils in supervising and planning local affairs. The research findings show that the realization of urban unit management in Iran requires structural and legal (basic and ordinary) review and reforms, increasing synergy between local and government institutions, and strengthening public participation.
