Investigating the effect of competencies and empowering managers on the quality of crisis management operations
(Case of study: Municipal managers of South Khorasan Province)

The quality of crisis management operations according to the type of crises and also considering the important role of municipalities in this field, they need to take measures to minimize the damage caused by the crisis and prevent the occurrence of secondary events. In this regard, the current research was conducted with the aim of investigating the effect of managers' competencies and empowerment by managers on the quality of crisis management operations. In terms of purpose, the current research is of applied type and in terms of the method used, it is descriptive-survey type. The statistical population of the research was formed by the municipal managers of South Khorasan province, and 150 people were selected by simple random sampling method. The data collection tool is the standard questionnaire of empowerment by managers based on the model of Kundu et al. (2019), the standard questionnaire of managers' competencies based on the model of Mikušová and Čopíková (2016) and the crisis management questionnaire based on the model It is Bhaduri (2019). Data analysis was done with the help of AMOS and SPSS software. The results of the data analysis showed that at the confidence level of 95%, the competences of managers have a positive and significant effect on empowerment by managers and the quality of crisis management operations; However, managerial, social and functional skills do not have a positive and significant effect on the quality of municipal crisis management operations, but they do have a positive and significant effect on empowerment by managers. Therefore, in designing programs, in order to improve the quality of crisis management operations, municipalities can emphasize the indicators and components of managers' competencies and empowerment by managers and put them on their agenda.
