other تعریف، ابعاد و مشخصه‌های سیاست‌گذاری مسکن تخصصي Special كاربردي Applicable <span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><span lang="FA" style="font-size:12.0pt"><span b="" mitra="" style="font-family:">در این پژوهش، با هدف ارائه یک چارچوب جامع برای سیاست‌گذاری مسکن، ابتدا با مرور ادبیات و مصاحبه با خبرگان، تعریفی از مسکن ارائه و ابعاد کلیدی آن شناسایی گردید. سپس با استفاده از روش تلفیقی کیفی-کمی، زیرابعاد و شاخص‌های عملیاتی برای هر بعد استخراج شدند. به کمک مطالعات کتابخانه ای و مصاحبه با کارشناسان متخصص حوزه مسکن، &nbsp;به منظور شکل‌گیری یک برنامه ریزی و سیاست گذاری مناسب برای رفع نیاز مسکن مطلوب، بعد از شناخت نیاز جامعه، تعیین اولویت‌ها و کمبود‌های حوزه مسکن با محوریت دو عامل داخلی (آسایش و آرامش) و خارجی (سکونت) صورت گرفت که در نتیجه‌ی آن ابعاد 9 گانه مرتبط با تأمین مسکن مشخص شد. در مرحله بعد از مصاحبه با خبرگان حوزه مسکن، فهرستی از زیرابعاد های مسکن تهیه و تنظیم شد که به کمک آن میتوان بیشتر نیاز یک کاربر را برای رفع نیاز مسکن مطلوب متناسب با نیاز آن، شناخت و درنهایت با یک برنامه ریزی و سیاست‌گذاری مناسب آن را تامین کرد. نتایج نشان می‌دهد که ابعاد مسکن در دو حوزه محاطی (هویت، کالبد، ایمنی-امنیت، آسایش-کیفیت) و محیطی (زیرساخت، اقتصاد، فرهنگ-جامعه، محیط‌زیست، قوانین) قابل تقسیم هستند. برای هر یک از این ابعاد، مجموعه‌ای از شاخص‌ها تعریف شده تا امکان سنجش و ارزیابی سیاست‌ها فراهم آید. این چارچوب می‌تواند به تصمیم‌گیرندگان و برنامه‌ریزان شهری کمک کند تا سیاست‌های مسکن را به صورت هدفمند و مبتنی بر شواهد بهبود دهند.</span></span></span></span></span></span></span><br> &nbsp; <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">In this study, with the aim of presenting a comprehensive framework for housing policy, a definition of housing was first proposed and its key dimensions identified through a literature review and expert interviews. Then, using a mixed qualitative&ndash;quantitative approach, subdimensions and operational indicators for each dimension were derived. With the aid of library research and interviews with housing specialists&mdash;and in order to develop appropriate planning and policy to meet desirable housing needs&mdash;an assessment of societal needs was conducted, after which priorities and shortages in the housing sector were determined with a focus on two internal factors (comfort and tranquility) and an external factor (dwelling). </span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">As a result, nine dimensions related to housing provision were identified. In the next stage, following interviews with housing experts, a list of housing subdimensions was compiled and organized; this list can be used to better understand an individual user&rsquo;s needs for achieving desirable housing tailored to those needs and, ultimately, to address them through appropriate planning and policy.</span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">The results indicate that housing dimensions can be divided into two domains: internal (identity, built form, safety&ndash;security, comfort&ndash;quality) and environmental (infrastructure, economy, culture&ndash;society, environment, regulations).</span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">For each of these dimensions, a set of indicators was defined to enable the measurement and evaluation of policies.
