other تاثیر قوانین و مقررات نظارتی بر نمای مسکونی شهر تهران با مطالعه نماهای مسکونی منطقه 22 تهران(چیتگر) The impact of regulatory laws and regulations on residential facades in Tehran by studying residential facades in District 22 of Tehran (Chitgar) تخصصي Special كاربردي Applicable با گسترش شهرنشینی و رشد ساخت و ساز، تغییرات بنیادینی در منظر شهری پدید آمده که از تاثیرگذارترین فاکتورها در شکل گیری نما، ضوابط شهرسازی است و به منظور حفظ هویت بصری و ارتقای زیبایی فضاهای شهری تعریف می‌شود. با این وجود، بسیاری ازاین ضوابط نه تنها قدیمی، بلکه فاقد انعطاف برای تطابق با تحولات شهری هستند. این توسعه، هم‌زمان با فقدان نظارت جامع و ضعف در ضوابط، منجر به ناهمگونی گسترده در بدنه شهری شده است. نما، که باید به‌عنوان عنصری هویت‌ساز و بهبود دهنده کیفیت محیط شهری عمل کند، اکنون به نمادی از بی‌برنامگی و سلیقه‌گرایی تبدیل شده‌است. این پژوهش از نوع کاربردی و بر مبنای مطالعه توصیفی ـ تحلیلی انجام شده است و هدف آن مطالعه تاثیر مقررات بر سیمای شهری منطقه 22 تهران می باشد. یافته های تحقیق نشان می‌دهد: روند پیروی ساختمان‌های چیتگر از ضوابط، درحال بهبود است. در بافت قدیمی، نماها اغلب بی‌نظم، شلوغ و ناسازگار با بناهای مجاور هستند، درحالی‌که در نواحی نوساز نماها ساده‌تر، هماهنگ‌تر و با مصالح مدرن طراحی شده‌اند، هرچند نیاز به توجه بیشتر به الحاقات نمایان وجود دارد. قوانین راهنما جنبه توصیه داشته و الزام‌آور نیستند و مقررات لازم‌الاجرا نیازمند اصلاح و بروزرسانی هستند. در نتیجه، می بایست مقررات کارآمدتر تدوین شده و نظارت‌ها تقویت شوند تا نماهای شهری هم‌سو با محیط اطراف باشد. پیشنهاد می‌شود معیارهای بصری، کروکی ها و ... مطرح شده در راهنماها، به ضوابط مصوب که شامل نحوه اجرا و محاسبات می باشد، اضافه شود تا درآینده شاهد مدیریت بصری بهتری در این خصوص باشیم.   With the expansion of urbanization and the growth of construction, fundamental changes have occurred in the urban landscape, and one of the most influential factors in the formation of the facade is the urban planning regulations, which are defined in order to maintain the visual identity and enhance the beauty of urban spaces. However, many of these regulations are not only outdated, but also lack the flexibility to adapt to urban developments. This development, along with the lack of comprehensive supervision and weakness in regulations, has led to widespread heterogeneity in the urban body. The facade, which should act as an element that creates identity and improves the quality of the urban environment, has now become a symbol of unplannedness and taste. This research is of an applied type and is based on a descriptive-analytical study, and its aim is to study the impact of regulations on the urban landscape of District 22 of Tehran. The research findings show that: the trend of Chitgar buildings following the regulations is improving. In the old context, facades are often chaotic, crowded, and inconsistent with neighboring buildings, while in newly developed areas, facades are simpler, more harmonious, and designed with modern materials, although there is a need for more attention to visible extensions. The guidelines are advisory and not binding, and the applicable regulations need to be revised and updated. As a result, more efficient regulations should be developed and monitoring should be strengthened so that urban facades are in harmony with the surrounding environment.
