other ارزیابی امکان ایجاد مدیریت واحد شهری در ایران از منظر قانون اساسی و ساختار حکومتی تخصصي Special كاربردي Applicable <span style="font-size:12pt"><span style="line-height:140%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span lang="AR-SA" style="font-family:Mitra">این مقاله به بررسی امکان تحقق<b> <strong><span style="font-family:Mitra">مدیریت واحد شهری</span></strong> </b>در ایران با تمرکز بر مبانی حقوقی و ساختاری می‌پردازد. مدیریت واحد شهری، به‌عنوان رویکردی یکپارچه برای هماهنگ‌سازی فعالیت‌ها و خدمات در شهرها، نیازمند بازنگری در ساختارهای اجرایی و قانون‌گذاری است. در این پژوهش به سیر تاریخی <strong><span style="font-family:Mitra">مدیریت شهری در ایران</span></strong> از دوران مشروطه تا جمهوری اسلامی و تأثیر ساختار دولتی بر تحقق مدیریت واحد شهری پرداخته شده است. در ابتدا تأسیس <strong><span style="font-family:Mitra">انجمن‌های شهر</span></strong>، نخستین گام‌ها در راستای مشارکت مردمی در مدیریت شهری بود. این نهادها با هدف نظارت بر امور شهری و تأمین خدمات عمومی شکل گرفتند، اما در عمل به دلیل تمرکزگرایی دولت مرکزی و محدودیت اختیارات، نتوانستند به‌طور کامل نقش خود را ایفا کنند. در دوران جمهوری اسلامی، با تصویب <strong><span style="font-family:Mitra">قانون اساسی جدید</span></strong><b>،</b> شوراهای اسلامی به‌عنوان ارکان مدیریت محلی معرفی شدند. اصولی همچون اصل‌های 7، 100،103،102،101 و105 قانون اساسی، نقش شوراها را در نظارت و برنامه‌ریزی امور محلی تقویت کردند. یافته‌های پژوهش نشان می‌دهد تحقق مدیریت واحد شهری در ایران نیازمند بازنگری و اصلاحات ساختاری و قانونی (اساسی و عادی)، افزایش هم‌افزائی میان نهادهای محلی و دولتی، و تقویت مشارکت مردمی است. </span></span></span></span></span></span><br> &nbsp; <span style="font-size:11pt"><span style="line-height:140%"><span style="font-family:Calibri,sans-serif"><span lang="EN" style="font-size:12.0pt"><span style="line-height:140%"><span new="" roman="" style="font-family:" times="">&nbsp;This article examines the possibility of realizing urban unit management in Iran, focusing on legal and structural foundations. Urban unit management, as an integrated approach to coordinating activities and services in cities, requires a review of executive and legislative structures. This research examines the historical course of urban management in Iran from the Constitutional era to the Islamic Republic and the impact of the government structure on the realization of urban unit management. Initially, the establishment of city associations was the first step towards public participation in urban management. These institutions were formed with the aim of supervising urban affairs and providing public services, but in practice, due to the centralization of the central government and limited powers, they were unable to fully fulfill their role. During the Islamic Republic, with the approval of the new constitution, Islamic councils were introduced as the pillars of local management. Principles such as Articles 7, 100, 103, 102, 101, and 105 of the constitution strengthened the role of councils in supervising and planning local affairs.
