other بازماندگی از تحصیل کودکان، نقد سیاست‌های موجود و بررسی نقش تسهیل‌کننده مدیریت شهری و روستایی در حل مسئله Children's Educational Abstention and Criticism of Existing Policies تخصصي Special پژوهشي Research بازماندگی از تحصیل کودکان چه بر اساس مسئولیت‌های قانونی تعیین شده برای دستگاههای حاکمیتی و چه به خاطر حساسیت‌های اجتماعی گسترده&lrm;ای که وجود دارد، همواره مورد توجه کارگزاران دولتی و سازمان‌های غیردولتی بوده است. علی رغم این مسئولیتها و حساسیتها، متاسفانه نرخ بازماندگی از تحصیل کودکان افزایش بیشتری پیدا کرده است. پژوهش حاضر با هدف بررسی و نقد قوانین، سیاستها و اقدامات نهادها و دستگاههای متولی در خصوص بازماندگی از تحصیل در بین کودکان و بررسی اهمیت نقش تسهیل کننده مدیریت شهری و روستایی در حل مسئله، انجام شده است. برای دستیابی به این هدف مجموعه قوانین، سیاستها و اقدامات نهادهای متولی مورد بررسی قرار گرفتهاند. مطالعه از نوع توصیفی بوده و به روش اسنادی انجام شده است. مطابق قانون، سازمان بهزیستی (وزارت کار، رفاه و امور اجتماعی)، وزارت آموزش و پرورش و وزارت کشور در حوزه بازماندگی از تحصیل، به عنوان یکی از وضعیت‌های مخاطره‌آمیز برای کودکان، مسئولیت دارند. نتایج بررسی‌ها نشان می‌دهد، یکی از ‌مهم‌ترین ضعف‌های این برنامه‌ها، فقدان نگاه جامع‌نگر به پدیده کودکان بازمانده از تحصیل و غفلت از ظرفیتهای موجود برای حل مسئله است. شرایط پیشینی اقتصادی، اجتماعی و سلامت مرتبط با بازماندگی از تحصیل، وضعیت موجودی که کودکان بازمانده از تحصیل تجربه می‌کنند و پیامدهایی که دور بودن از آموزش و تحصیل برای کودکان به همراه خواهد داشت در یک بسته باید مورد توجه قرار گیرد. در کنار آن وضعیت نظام آموزشی و بوروکراسی حاکم بر آن، از جمله انعطاف‌پذیری بسیار کم برنامه‌های رسمی مدارس، وجود و دسترسیپذیری و شرایط مدارس (مناسب‌سازی، هزینه های ثبت نام و ...) و عدم توجه به روش‌های جایگزین و پیشرو آموزشی و استفاده از ظرفیتهای محلی که در اختیار شهرداریها و دهیاری‌ها است، باید مورد توجه بیشتری قرار گیرد.   School dropout rates among children, whether due to the legal responsibilities defined for governing bodies or due to widespread social sensitivities, have always been a concern for government officials and non-governmental organizations. Despite these responsibilities and sensitivities, unfortunately, the rate of school dropouts among children has increased. The present study aims to examine and critique the laws, policies, and actions of institutions and responsible organizations regarding school dropout among children. To achieve this goal, the set of laws, policies, and actions of responsible institutions have been reviewed. The study is descriptive and conducted through a documentary method. According to the law, the Welfare Organization (Ministry of Labor, Welfare, and Social Affairs), the Ministry of Education, and the Ministry of Interior are responsible for addressing school dropout as one of the hazardous conditions for children. The results of the review indicate that one of the most significant weaknesses of these programs is the lack of a comprehensive perspective on the phenomenon of school dropouts. The economic, social, and health preconditions related to school dropout, the current conditions experienced by dropout children, and the consequences of being away from education for children should be considered in an integrated package.
