other تبیین و تحلیل الگوی مدیریت رشد در توسعه فضایی پایدار شهری مورد پژوهی؛ شهر آمل تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span lang="FA" style="font-size:12.0pt"><span b="" mitra="" style="font-family:">به دلیل ناکارآمدی مدیریت شهری در مدیریت رشد فیزیکی شهرها، نرخ رشد مساحت شهرهای ایران عمدتاً بیشتر از نرخ رشد جمعیت آنها است. بنابراین، این مقاله ضمن تحلیل نحوه مدیریت رشد توسعه فضایی در شهر آمل به تبیین الگوی مطلوب مدیریت رشد جهت توسعه پایدار شهر و تأثیر آن بر شاخص&shy;های توسعه فضایی درونی پرداخته است و در نهایت الگوی مطلوب مدیریت رشد جهت توسعه فضایی در شهر آمل ارائه گردیده است. به طوری که در این الگو ابتدا مسئولیت مدیریت رشد شهر به عنوان یک وظیفه محلی مدیریت شهری تعیین گردیده است و شورای شهر به عنوان سیاست گذار امور محلی مسئولیت مدیریت رشد و نظارت بر کنشگران را برعهده دارد و پس از آن نقش و نحوه ارتباط بین کنشگران موثر در رشد شهر مشخص گردیده است. داده&shy;های مقاله با استفاده از روش کیفی- کمی گردآوری و تجزیه و تحلیل شده است. داده&shy;ها از طریق مصاحبه عمیق و مشاهدات میدانی گردآوری شده</span></span><span dir="LTR" style="font-size:12.0pt">&shy;</span><span lang="FA" style="font-size:12.0pt"><span b="" mitra="" style="font-family:">اند. نمونه مورد بررسی در این مقاله کلیه سازمان&shy;های مؤثر در رشد شهر از جمله شهرداری، شورای شهر، سازمان نظام مهندسی، انجمن انبوه سازان مسکن، راه و شهرسازی و سازمان&shy;های ارائه دهنده تأسیسات شهری می&shy;باشند.</span></span> <span lang="FA" style="font-size:12.0pt"><span b="" mitra="" style="font-family:">در تجزیه و تحلیل اطلاعات نیز از روش تحلیل سلسله مراتبی استفاده شده است. نتایج حاصل از الگوی مدیریت رشد در شهر آمل نشان می&shy;دهد که ساز و کارهای مدیریتی تاثیر بیشتری بر افزایش تراکم ساختمانی با ضریب وزنی 49/0 داشته است و از سایر ظرفیت&shy;های توسعه فضایی درونی از جمله اراضی بایر و خالی با ضریب وزنی 32/0 و فضاهای ناسازگار شهری با ضریب وزنی 19/0 استفاده کمتری شده که یکی از دلایل این امر را می&shy;توان در وابستگی درآمدهای شهری به ساخت و ساز و افزایش تراکم ساختمانی و هزینه&shy; های مالی و زمانی مالکیت اراضی بلااستفاده جهت توسعه شهری جستجو نمود. </span></span></span></span></span></span><br> &nbsp; <span style="font-size:8pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span lang="FA" style="font-size:11.0pt"><span style="font-family:"B Nazanin""></span></span></span></span></span></span><br> <span style="font-size:11pt"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span lang="EN" style="font-size:10.0pt"><span style="color:#222222">Due to</span></span><span lang="EN" style="font-size:10.0pt"><span style="color:#222222"> the inefficiency of urban management in managing the urban physical development, area growth rate of Iran cities is more than population growth rate of them. Therefore, </span></span><span style="font-size:10.0pt">this article analyzes growth management of spatial development in Amol, explain appropriate growth management pattern and its effect on indices in urban spatial development.</span></span></span></span><br> <span style="font-size:11pt"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="font-size:10.0pt">In this pattern the responsibility for ghrowth management was firstly determined as a local responsibility for urban management and the city council as the local affairs policymaker is responsible for growth management and monitoring of&nbsp; actors and then the role and means of relationship between effective actors in growth urban has been identified. Data were collected through in depth interview and field observations. Case study in this article are all organizations influencing the urban growth including the municipality, urban council, construction engineering organization, mass production association of housing and construction, office of road and urban development and other organizations providing urban installation.
