other ارایه روشی برای ارزیابی پیش صلاحیت پیمانکاران شهری بر اساس معیارهای کیفی با استفاده از تکنیک تصمیم‌گیری چند معیاره تاپسیس گروهی Presenting a method to evaluate the pre-qualification of urban contractors based on qualitative criteria using the multi-criteria decision-making technique of group TOPSIS تخصصي Special كاربردي Applicable انتخاب پیمانکار، همواره یکی از مسایل مهم و اساسی در سازمانهایی است که فعالیتهایی را برای برونسپاری تعریف میکنند. شهرداری ها غالباً از یک مرحله ارزیابی پیش صلاحیت، قبل از انتخاب نهایی پیمانکار استفاده می کنند. در بسیاری از موارد، ارزیابی پیش صلاحیت پیمانکاران صرفاً بر اساس معیارهای ارزیابی کیفی، همچون تجربه، دانش در زمینه موردنظر، حسن سابقه، توان مالی و تجهیزاتی، توان فنی و برنامهریزی انجام می شود. حساسیت بالای کارفرما در انتخاب عادلانه پیمانکار، سبب می شود تا از نظرات گروهی از خبرگان به جای استفاده از نظرات یک خبره استفاده شود با این حال ممکن است رفتار غیر اخلاقی یک خبره در حمایت از یک پیمانکار و دادن امتیاز بالا به وی و امتیاز پایین به سایرین موجب انتخاب آن پیمانکار گردد. در این مقاله یک روش ابتکاری برای پرهیز از چنین رخدادی پیشنهاد شده است. در روش پیشنهادی این مقاله بر اساس امتیازات داده شده خبرگان به پیمانکاران، ضریب وزنی امتیاز هر خبره به هر پیمانکار تعیین شده و امتیاز داده شده هر خبره به هر پیمانکار براساس ضریب وزنی اصلاح شده است. سپس انتخاب پیمانکار با استفاده از تکنیک تاپسیس گروهی و با وزن دهی به معیارها براساس روش آنتروپی شانون انجام شده است. روش ابتکاری در 30 مساله، آزمایش شده و نتیجه نهایی روش پیشنهادی با حذف رای خبره خاطی، مورد صحه گذاری قرار گرفته است. <div></div> Choosing a contractor is always one of the important and fundamental issues in organizations that define activities for outsourcing. Municipalities often use a pre-qualification evaluation stage before the final selection of a contractor. In many cases, the pre-qualification evaluation of contractors is done only based on qualitative evaluation criteria, such as experience, knowledge in the field, good track record, financial and equipment capacity, technical capacity and planning. The high sensitivity of the employer in the fair selection of the contractor causes the opinions of a group of experts to be used instead of the opinions of an expert, however, the unethical behavior of an expert in supporting a contractor and giving him a high score down to others to choose that contractor. In this article, an innovative method is proposed to avoid such an event. In the proposed method of this article, based on the points given by the experts to the contractors, the weighting coefficient of each expert's point to each contractor is determined and the point given by each expert to each contractor is modified based on the weighting factor. Then the selection of the contractor has been done using the group TOPSIS technique and by weighting the criteria based on Shannon's entropy method.
