other برنامه ریزی شهری ویژه در جهت نیل به شهرهای هوشمند در ایران، (مبتنی بر بهترین تجارب جهانی و نیازسنجی بازیگران شهر هوشمند ) Special Urban Planning to Achieve Smart Cities in Iran (Based on the Best Global Experiences and Needs Assessment of Smart City Players) تخصصي Special كاربردي Applicable مطالعات حاکی است که طرح‌های جامع شهری در شکل و رویکرد کنونی خود نتوانسته اهدافی را که برای آن وضع شده‌اند، ارتقاء دهند و با فنآوریهای نوین و تحولات الگوی مصرف مکان در محتوا و روش، بهنگام نشدهاند. این پژوهش با تاکید بر بهرهگیری از بهترین نمونه تجارب جهانی در فرآیند برنامهریزی شهری و مدلسازی برای نیل به شهرهای هوشمند، سعی دارد تا پیشنهادهایی برای تغییر در فرآیند سنتی برنامهریزی در جهت نیل به برنامه شهرهای هوشمند ارائه دهد. پژوهش حاضر به طریق چندروشی و مطالعات کیفی انجام شده است. در مرحله اول با روش مفهومسازی و پس از مرور مبانی و اسناد فرادست برنامهریزی شهرهای هوشمند در پنج کشور منتخب کره جنوبی، هند، آمریکا، چین و هلند(که بر اساس معیارهایی برای قابلیت استفاده در ایران انتخاب شدهاند)، جداول تحلیل تطبیقی ارزیابی اهداف، برنامه های کلان و خرد تهیه شده است. در مرحله بعد با روش مصاحبه نیمه ساختاریافته با گروهی از مدیران شهری، جامعه متخصصین دانشگاهی و مهندسین مشاور تهیهکننده طرحهای توسعه شهری، آسیبشناسی وضع موجود و درک اولویتها، نیازها، نگرشها و مشکلات صورت گرفته است. حجم نمونه مصاحبهها برای هر گروه ده نفر بوده است که نتایج با این تعداد به اشباع رسیده و با روش تفسیری و جداول مربوطه تحلیل شدهاند. درنهایت باتوجه به نمونه تجارب موفق جهانی، پیشنهادهایی در قالب اسناد لازم، فرآیند ارائه پروپوزال شهر هوشمند و انتخاب مشاور و تهیه و اجرای و نظارت بر آن و ساختار نهادی لازم در قالب طرحهای ویژه شهر هوشمند در ایران ارائه شده است.   Studies show that urban comprehensive plans in their current form and approach have not been able to promote the goals for which they have been established and have not been updated with new technologies and changes in the pattern of space consumption in content and method. Emphasizing the use of the best examples of global experiences in urban planning and modeling to achieve smart cities, this research tries to provide suggestions for changes in the traditional process of planning in order to achieve the smart cities program. The current research was conducted through multi-methods and qualitative studies. In the first stage, with the method of conceptualization and after reviewing the basics and available documents of planning smart cities in five selected countries, South Korea, India, America, China, and the Netherlands (which were selected based on criteria for usability in Iran). Comparative analysis tables have been prepared to evaluate goals and macro and micro programs. In the next stage, with a semi-structured interview method with a group of city managers, the community of academic experts, and consulting engineers preparing urban development plans, the pathology of the current situation and the understanding of priorities, needs, attitudes, and problems were carried out. Is. The sample size of the interviews for each group was ten people, and the results were saturated with this number. They were analyzed with the interpretative method and the relevant tables.
