other فرامطالعه پژوهش های علمیِ حوزه حکمروایی شهری در ایران A meta-study of scientific research in the field of urban governance in Iran تخصصي Special كاربردي Applicable حکمروایی رویکردی است  که در دهه های اخیر به مدل تحلیلی غالب در مدیریت شهری تبدیل شده است، در این رویکرد مدیریت شهری فقط در دست حاکمیت و دولت نیست بلکه تصمیم گیری و اجرا برای شهر در یک فرایند مشارکتی بین نهادهای حاکمیتی، بخش خصوصی و نهادهای مردمی انجام می شود. به بیانی دیگر می توان گفت حکمروایی شهری  فرایندی است که به حضور و ارتقاء نقش کنشگران در تصمیم گیریها و اداره امور شهر، ارج می نهد. از طرفی تعدد و تنوع فزایندهی پژوهشهای علمیِ انجام شده در این حوزه یکی از نشانه های قابل اتکا بر اهمیت این موضوع در بین محققان بوده به گونه ای که می توان با بهرهمندی از مطالعات پیشین، الگویی بومی برای حکمرانی شهری، متناسب با ارزش‌های اجتماعی و سازگار با شرایط فرهنگی و تاریخی را پیشنهاد نمود.  بر این اساس پژوهش حاضر با بهره گیری از رویکرد فرامطالعه، به بازخوانی مطالعات علمی حوزه حکمروایی شهری پرداخته است. در این پژوهش سعی شدهاست علاوه بر تلفیق نتایج پژوهشهای قبلی، تامل و تعمقی بر فرآیندهای آنها نیز صورت گیرد. لذا ابتدا به توصیف مشخصات عمومی و ساختاری پژوهش های پیشین پرداخته و در ادامه چارچوب نظری و محتوایی حکمروایی شهری منطبق با الگوی پیشنهادی ساندوسکی و باروسو پیشنهاد می گردد. جامعه مورد مطالعه در این پژوهش شامل 75 مقاله علمی – پژوهشی با محوریت موضوعی حکمروایی شهری در بازه زمانی سالهای 1395تا 1402بوده است.  با بررسی های به دست آمده از تحلیل مقالات منشر شده مشخص شد که در بسیاری از مقالات ابهامات روش شناسی وجود دارد. جریان اصلی مطالعاتی این حوزه را مقالات کمی با راهبرد پیمایشی  و با بهره گیری از تحلیل های توصیفی آمار پایه و تحلیل همبستگی تشکیل داده اند. از نظر زمانی 38% مقالات بررسی شده درسال 1396 و 29% در سال 1398 منتشر شده اند. از منظر حوزه تخصصی، 58% مقالات، با مشارکت متخصصان جغرافیا و برنامه ریزی شهری و 23% مقالات توسط پژوهشگران حوزه شهرسازی تدوین شده است. بیش از 32 عنوان مجله، مقالات حوزه حکمروایی را منتشر کرده اند. مقیاس تحلیل مقالات در سطوح مختلف محله ، منطقهی درون شهری، شهر و کشور بوده است که از 80 % مقالات به مقیاس شهر اختصاص یافته است. از نظر محتوایی نیز به ترتیب مسئولیت و پاسخگویی، اثربخشی، مشارکت، شفافیت و حاکمیت قانون از مهمترین شاخص های مطرح شده در حوزه حکمروایی شهری می باشد.   Governance is an approach that has become the dominant analytical model in urban management in recent decades. In this approach, urban management is not only in the hands of the government and the government decision-making and implementation for the city in a collaborative process between governing institutions, the private sector, and institutions. It is done popularly. In other words, it can be said that urban governance is a process that respects the presence and promotion of the role of activists in the decision-making and administration of city affairs. On the other hand, the increasing number and variety of scientific research conducted in this field is one of the reliable signs of the importance of this issue among researchers, so by benefiting from previous studies, a native model for urban governance can be created. , proposed to fit social values and be compatible with cultural and historical conditions.   Based on this, the present research has reread the scientific studies of the field of urban governance by using the meta-study approach. In this research, in addition to combining the results of previous researches, it has been tried to reflect on their processes. Therefore, firstly, the general and structural features of the previous researches are described, and then the theoretical and content framework of urban governance according to the model proposed by Sandusky and Barroso is proposed. The community studied in this research included 75 scientific-research articles focusing on urban governance in the period of 2015-2015. With the investigations obtained from the analysis of the published articles, it was found that there are methodological uncertainties in many articles. The main stream of studies in this field is made up of quantitative articles with a survey strategy and using descriptive analyzes of basic statistics and correlation analysis. In terms of time, 38% of reviewed articles were published in 2016 and 29% in 2018. From the perspective of the specialized field, 58% of the articles were compiled with the participation of geography and urban planning experts and 23% of the articles were compiled by urban planning researchers. More than 32 magazine titles have published articles in the field of governance. The scale of analysis of the articles was at different levels of neighborhood, inner city area, city and country, and 80% of the articles were assigned to the city scale.
