This research is applied in terms of purpose and analytical-descriptive in terms of research framework with the Delphi method and in the form of unstructured interviews, the opinions of 38 managers and urban management experts were received and analyzed, Then the data obtained using ANOVA test in SPSS software as well as the method of cross-effects analysis as one of the forecasting techniques using MIC MAC software have been reviewed and evaluated.
