other تحلیلی بر سنجش میزان سطح عملکرد مدیریت شهری در کلانشهر شیراز با رویکرد حکمروایی خوب شهری An analysis of measuring the level of urban management performance in Shiraz metropolis with a good urban governance approach تخصصي Special پژوهشي Research حکمروایی خوب شهری یکی از جنبههای مدیریت شهری است که طی سالهای اخیر در کشورها و جوامع غربی مورد توجه بسیاری قرار گرفته است. بدین صورت که حکمروایی فرایندی است بر اساس کنش و واکنش متقابل میان سازمانهای دولتی، جامعه مدنی و بخش خصوصی شکل میگیرد. هدف این پژوهش بررسی میزان عملکردمدیریت شهری درکلانشهرشیرازبارویکرد  حکمروایی خوب شهری میباشد. این پژوهش از نوع پیمایشی و با رویکردی توصیفی – تحلیلی است که به صورت مطالعات کتابخانهای و مستندات و همچنین پیمایشهای میدانی و با استفاده از پرسشنامه، دادههای پژوهش جمعآوری گردیدند. برای تحلیل دادهها و سنجش روابط میان شاخصها از نرمافزار SPSS و آزمون تی تک نمونهای و همچنین مدل رگرسیون چند متغیره بهره گرفته شده است. نتایج پژوهش حاکی از آن است که مدیریت شهری در شیراز از حیث شاخصهای حکمروایی خوب شهری در وضعیت و شرایط مطلوبی قرار نداشته و ارجحترین شاخصی که بر حکمروایی خوب شهری در سازمان مدیریت شهری شیراز میباشد، شاخص قانونمندی باضریب رگرسیونی (0.784) میباشد. شاخصهای دیگر بر حسب اولویت عبارتند از: مشارکت(0.769)، اجماعگرایی(0.747)، اثربخشی و کارایی(0.697)، مسئولیت و پاسخگویی(0.639)، شفافیت(0.613)، بینش راهبردی(0.535)، پذیرا و پاسخدهنده(0.533). لذا راهکارهایی مانند: نظرخواهی از شهروندان در فرایند و اجرای طرحهای توسعه شهری؛ اطلاعرسانی به شهروندان درباره کارهای عمرانی و رفاهی بافتهای شهری و دسترسی شهروندان به اطلاعات شهری و شفافسازی در مورد مسئولیتها، نظارتها، قراردادها و مناقصهها؛ را در جهت رسیدن به حکمروایی خوب شهری در شیراز ارائه گردیده است.   Good urban governance is one of the aspects of urban management that has received a lot of attention in recent years in Western countries and societies. Governance is a process based on the interaction between government organizations, civil society and the private sector. The purpose of this study is to investigate the performance of urban management in the metropolis of Shiraz on the implementation of good urban governance. This research is a survey type with a descriptive-analytical approach that research data were collected in the form of library studies and documents as well as field surveys and using a questionnaire. SPSS software and one-sample t-test as well as multivariate regression model were used to analyze the data and measure the relationships between the indicators. The results of the research indicate that urban management in Shiraz is not in a favorable situation in terms of indicators of good urban governance, And the most preferred indicator on good urban governance in Shiraz Urban Management Organization is the regression index with regression coefficient (0.784).
