fa شناسایی شایستگی‌های رهبران نوآوری در نظام مدیریت شهری تخصصي Special پژوهشي Research <p dir="RTL">امروزه شهرها با مشکلات عدیده ای روبرو هستند ، چالش ها و معضلاتی که از طریق روش های مدیریت شهری سنتی و بدون بهره گیری از توانمندیهای مدیران خلاق و نوآور امکان فائق آمدن به این چالش و حل و فصل آنها دور از انتظار می نماید. مدیران و رهبران عرصه مدیریت شهری به عنوان پیشروان توسعه شهری بیش از پیش باید در زمینه پدیدآوردن شرایط رشد و توسعه نوآوری در بدنه مدیریت شهری، کارآمد باشند. وجود مدیرانی&nbsp; با شایستگی های رهبری نوآری در نظام مدیریت شهری می تواند در خصوص ارائه راه کارهایی برای مواجهه با چالش نوظهور در شهرها مثمر ثمر باشد. وجود رهبران پیشران نوآوری که بتوانند همچون موتور محرکی در تحقق توسعه و پیشرفت شهرها پرچمدار تغییرات و تحولات بی بدیل باشند بی شک در ایجاد شهرهایی توسعه یافته کار ساز خواهد بود. چنانچه نوآوری را نیروی محرک و حیاتی توسعه شهری در عصر حاضر بدانیم ، اولویت راهبردی برای همه رهبران و مدیران شهری داشتن شایستگی های لازم در این زمینه است. نقش رهبران در تسهیل خلاقیت و نوآوری و تاثیرگذاری برآن غیر قابل انکار است . هدف از این پژوهش ارائه چارچوب نظری برای شناسایی و ارزیابی مدل های شایستگی رهبران نوآوری در عرصه نظام مدیریت شهری از طریق روش فراترکیب می&shy;باشد. در پژوهش حاضر از روش مرور نظامند ادبیات نظری برای جمع آوری داده ها استفاده شده است. بر همین اساس از بین 210 مقاله مرتبط با توجه به معیارهای کیفی علمی 20 مقاله اصلی انتخاب شد. سپس سه مرحله کدگذاری انجام شد و مفاهیم و مقوله ها از داده های مبتنی بر ادبیات استخراج گردید. در نهایت یک مدل پنج بخشی که از فراترکیب ادبیات مدلهایی شایستگی رهبران نوآوری در نطام مدیریت شهری بدست آمده بود به عنوان مدلی کاربردی در سنجش میزان شایستگی های رهبران نواوری در عرصه مدیریت شهری ارائه گردید.. &nbsp;</p> <span style="font-size:10pt"><span style="line-height:normal"><span style="unicode-bidi:embed"><span style="font-family:&quot;Times New Roman&quot;,&quot;serif&quot;">Today, cities face many problems, challenges and dilemmas that can not be solved through traditional urban management methods without using the capabilities of creative and innovative managers. Managers and leaders of urban management as pioneers of urban development should be more and more effective in creating conditions for growth and development of innovation in the urban management system. The role of managers with innovation leadership skills in the urban management system is important in providing solutions to meet emerging challenges in cities. The existence of innovation-driven leaders who can be the driving force in achieving the development and progress of cities, initiating change and transformation, is undoubtedly necessary in creating developed cities. If we consider innovation as the driving force and vital force of urban development in the present age, the strategic priority for all city leaders and managers is to have the necessary competencies in this field. The role of leaders in facilitating and influencing creativity and innovation is undeniable. The purpose of this study is to provide a theoretical framework for identifying and evaluating the competency models of innovation leaders in the field of urban management system through the Meta-Synthesis method. In the present study, the method of systematic review of theoretical literature has been used to collect data. Accordingly, from 210 related articles according to qualitative and scientific criteria, 20 main articles were selected. Then three coding steps were performed and concepts and categories were extracted from literature-based data. Finally, a model, which was obtained from the literature of competency models of innovation leaders in the urban management system, was presented as a practical model in measuring the competencies of innovation leaders in the field of urban management.
