en Assessment criteria and factors affecting the success of Public-Private Partnership (PPPs) in urban construction projects with an emphasis on Factor analysis and Pareto analysis تخصصي Special كاربردي Applicable مشارکت عمومی- خصوصی، در دهه اخیر به عنوان رویکردی جدید در سیستم های اجرای پروژه، پای به عرصه وجود نهاده و بعنوان راهکاری برای نجات پروژه های ساخت شهری از فرو رفتن در مجادلات فنی، مالی و حقوقی مطرح گردیده است. در تحقیق حاضر، معیارها و عوامل موثر بر موفقیت مشارکت عمومی- خصوصی در پروژه های ساخت ابنیه شهری با تکیه بر روش مرکب (توصیفی- تحلیلی و همبستگی) مورد بررسی قرار گرفت. در روش مذکور، بر پایه مطالعات اسنادی و کتابخانه ای و متعاقب آن، با بهره گیری از مطالعات میدانی (بررسی نمونه موردی، مصاحبه با خبرگان و توزیع پرسشنامه) تلاش گردید تا ضمن کشف متغیر های تحقیق، روابط بین آنها نیز مورد بررسی قرار گیرد. در این راستا به کمک آمارهای توصیفی و استنباطی (پارامتریک و ناپارامتریک) و تحلیل های "همبستگی عاملی" و" پارتو"، فرضیه های تحقیق از طریق نرم افزار "اس پی اس اس" مورد آزمون قرار گرفته و تحلیل گردیدند. در مجموع، 48 عامل از مطالعات کتابخانه ای و پیمایش میدانی مستخرج گردیدند اما بدلیل محدودیت های پیمایشی (زمان، هزینه و کیفیت پیمایش) با نظر خبرگان، 17 عامل بعنوان عوامل برتر موثر بر موفقیت مشارکت عمومی- خصوصی انتخاب گردیده و در تحلیل آماری قرار گرفتند. عوامل 17 گانه بر مبنای آزمون های توصیفی، استنباطی و پارتو تجزیه و تحلیل گشته و منجر به رتبه بندی عوامل و شناسایی عوامل بحرانی (پارتو) گردید. بر این اساس، عامل های "تسهیم وتوزیع عادلانه ریسکهای پروژه بین شرکای پروژه"، "ایجاد روحیه پیروزی و حس برد- برد در بین اعضای تیم مشارکت"، "ایجاد همکاری و اتحاد دراز مدت بین شرکاء" و "انتخاب سیستم مناسب تامین مالی و اجرای پروژه" بعنوان عوامل پارتو تعیین گردیدند. در ادامه معیارهای موثر بر موفقیت مشارکت عمومی- خصوصی با تکیه بر تحلیل همبستگی عاملی و پارتو مورد تجزیه وتحلیل قرار گرفتند. بر این اساس، عوامل 17 گانه در قالب 4 معیار: "ریسک"، "سازمان"، "فرآیند" و "قرارداد" دسته بندی گردیده و با نگاشت آنان در تحلیل پارتو، معیارهای"ریسک" و "قرارداد" بعنوان معیارهای اساسی (پارتو) موثر بر موفقیت مشارکت عمومی- خصوصی تعیین گردیدند. In the present study, criteria and factors affecting the success of public-private partnership in urban construction projects was examined relying on the combined method (analytical and correlation). In the method, based on the literature and document review and subsequent utilizes a field study (case study, interviews with experts and distributed questionnaires) was an attempt to explore the research variables, their relationships are examined. In this way, with the help of descriptive and inferential statistics (parametric and nonparametric) and analysis of the "correlation factor" and "Pareto", the research hypotheses through the software "SPSS" were tested and analyzed. In total, 48 factors were extracted from library studies and field surveys, but due to limitations of the survey (time, cost and measurement's quality) with comments the experts, 17 of the top factors influencing the success of public-private partnership has been selected and analyzed. 17 factors on the basis of descriptive, Inferential and Pareto tests were analyzed and have led to the ranking factors and identify critical factors (Pareto). Accordingly, the factors of "fair distribution of risks between the project partners," "spirit and sense of win-win among partners ", "long-term Cooperation and alliance between partners" and "Select the appropriate project finance and delivery system" as Pareto factors were determined.
