fa رتبه‌بندی گونه‌های سازمان‌های مردم‌نهاد در بهبود اثربخشی مدیریت شهری با رویکرد مشارکت عمومی تخصصي Special پژوهشي Research <p dir="RTL">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; پژوهش حاضر با هدف اولویت‌بندی انواع سمن ‌ها در ارتقای اثربخشی مدیریت شهری با رویکرد مشارکت عمومی صورت گرفته است. برای شناسایی مهم‌ترین معیار های مؤثر بر اثربخشی مدیریت شهری و نیز انواع سمن های فعال در حوزه شهری از تحقیقات کتابخانه ‌ای و برای تعیین اولویت معیار های تحقیق حاضر یکی از روش های نرم پژوهش عملیاتی یعنی مدل تصمیم گیری سلسله مراتبی (<span dir="LTR">AHP</span>) مورد استفاده قرار گرفته است<span dir="LTR">.</span> جامعه مورد بررسی را خبرگان و کارشناسان ارشد حوزه مدیریت شهری و سمن ها تشکیل می دهند. بدین منظور تعداد ۱6 نفر از خبرگان به عنوان نمونه انتخاب شده اند و در مرحله نهایی کار بر اساس ماتریس مقایسات زوجی صورت گرفته است. ابزار اصلی گردآوری داده های پژوهش، پرسشنامه بسته می باشد که روایی آن به صورت روایی محتوا به تأیید خبرگان رسیده است. وزن‌دهی معیار های شناسایی شده با استفاده از روش <span dir="LTR">AHP</span> به این صورت بدست آمده است: معیار بهبود زندگی و کاهش فقر شهری از بیشترین اولویت برخوردار است<span dir="LTR">.</span> معیار های ارائه خدمات شهری ، شفافیت عملکرد مدیریت شهری ، سرمایه اجتماعی و مشارکت شهروندی و مدیریت فرهنگ محلی به ترتیب در اولویت‌ های بعدی قرار داشته اند. انتخاب بهترین سمن‌ها بر اساس معیارهای اصلی شناسایی شده با استفاده از تکنیک <span dir="LTR">AHP</span> می‌توان نتیجه گرفت بهترین گزینه سمن بهداشت، درمان، ورزش و سلامت عمومی است و سمن‌های رفاه و توسعه پایدار ، آموزش و فعالیت‌های فرهنگی و اجتماعی ، حقوق شهروندی و اقلیت‌ها و سمن‌های فعال در عرصه بین الملل به ترتیب در رتبه‌های بعدی قرار داشته اند<span dir="LTR">.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The aim of present study is to prioritize the different types of NGOs in promoting the effectiveness of urban management with a public participation approach. To identify the most important criteria influencing on the effectiveness of urban management as well as the types of active NGOs in the urban area, library research has been used and the AHP has been used to determine the priority of the research criteria. Participators included the experts and senior experts in the field of urban management and NGOs. For this purpose, sixteen experts were selected as sample, and at the final stage based on Paired comparison matrix. Data was mainly gathered by questionnaire. The weight of the criteria identified by using the AHP method is as the follows: The criterion for improving life and reducing urban poverty is the highest priority. The criteria for providing urban services, the transparency of the performance of urban management, social capital, and citizen participation and local culture management are in the next order, respectively.
