fa مدیریت سرمایه گذاری در زیرساخت های سلامت شهری: طراحی یک چارچوب تخصصي Special پژوهشي Research <p dir="RTL">روندهای جهانی و داخلی نشان می&shy;دهد که نیاز به سرمایه&shy; گذاری در زیرساخت&shy;های سلامت وجود دارد. سرمایه&shy; گذاری&shy;های زیادی در &nbsp;سالهای گذشته در این حوزه در ایران صورت گرفته است ولی طولانی شدن طرح&shy;ها، افزایش هزینه&shy; ها، طرح&shy;های نیمه تمام و در مواردی بلااستفاده ماندن تاسیسات ایجاد شده، نشان از وجود مشکل دارد. با عنایت به تجربیات جهانی و مطالعات تطبیقی در دنیا و مطالعات موردی، مدل&shy;های سرمایه &shy;گذاری مشارکت عمومی-خصوصی مورد توجه قرار گرفت. موفقیت این مدل&shy;ها به چند عامل بستگی دارد که یکی از این عوامل، طراحی مدل مناسب سرمایه&shy; گذاری است. با توجه به شرایط و پیش فرض&shy;های مختلف سه مدل معرفی شدند: مدل نوع برای شرایطی که تشخیص و نظارت بر کیفیت ارئه خدمات سلامت دشوار باشد، مدل نوع برای شرایطی که امکان نظارت بر کیفیت خدمات غیردولتی وجود داشته باشد و مدل نوع برای شرایطی که منابع وقفی یا خیریه در دسترس باشد. برای اولویت&shy; بندی مدلها، از تحلیل سلسله مراتبی (<span dir="LTR">AHP</span>)ِ استفاده کردیم و برای این منظور، معیارهای زیر در نظر گرفته شد: انتقال بهینه ریسک، هزینه&shy; های طول عمر پروژه، عملکرد و نوآوری. علی&shy;رغم این که معیارهای مختلفی برای ارزیابی موئرد استفاده قرار گرفت، اما اختلاف میان نتایج چندان معنادار نیست که این یافته با ادبیات موشوع نیز سازگار است. بسته به شرایط و پیش &shy;فرض&shy;های مختلف، مدلهای مناسب با هریک باید انتخاب شوند که جنبه &shy;های گوناگون آن در این مقاله مورد بررسی قرار گرفت.</p> <p dir="RTL"></p> <p dir="RTL"></p> <p>Domestic and global trends indicate that there is a need for investment in health infrastructure. Although in the recent years, large investments have been made in this area in the country, delay and cost overrun, unfinished projects and in some cases redundant facilities denote a problem. Given the experience in the world and comparative studies and case studies, public-private partnership investment models were considered. The success of these models depend on several factors, among them is a good design.&nbsp; With regard to the conditions and presuppositions, three different models were examined: Model type 1 for situations where it is difficult to detect and monitor the quality of health services provided; model type 2 for situations in which there is a possibility to monitor the quality of the health services; And model type 3 for situations where charitable endowment resources are available. We use Analytic Hierarchical Process (AHP) to prioritize the mentioned models. We use criteria of value for money to benefit from expert judgment which includes: optimal risk transfer, the lifecycle cost, performance and innovation in infrastructure. We have also designed an innovative questionnaire for this purpose. Despite the different criteria in the evaluation, assessment results are very close to each other and no significant differences were evaluated.
