fa ارزیابی پیامدهای اجتماعی پروژه تونل توحید در شهر تهران تخصصي Special پژوهشي Research پروژه تونل توحید با هدف کاهش ترافیک در چهار منطقه 2، 6، 10 و 11 به ویژه گره ترافیکی میدان توحید، کاهش آلودگی‌های زیست-محیطی، کاهش مصرف سوخت توسط شهرداری تهران احداث شده است. فعالیت مربوط به ساخت این پروژه 29 ماه از خرداد 1386 تا بهمن 1388 به طول انجامیده است. اجرای این پروژه در حین ساخت و مرحله بهره‌برداری اثرات و پیامدهای مثبت و منفی زیادی بر جامعه تحت‌تأثیر داشته است. ارزیابی پیامدهای پروژه با تکیه بر مراحل دهگانه اتا و ترکیبی از روش‌های کمی (پیمایش و پیمایش سفر، 1420 نفر) و کیفی (280 مصاحبه عمیق فردی و گروهی)، انجام گرفته است. نتایج پژوهش نشان می‌دهد پروژه در «مرحله بهره‌برداری» اثرات مثبتی در زمینه شاخص‌های ترافیکی، اقتصادی، اجتماعی، زیست محیطی و بهداشتی برای مناطق شمالی و جنوبی شهر تهران داشته، اما محلات همجوار تونل به دلیل عدم دسترسی به تونل، کمترین بهره و استفاده از تونل برده‌اند. استدلال محققان این است که شهرداری با ساخت تونل نه تنها «عدالت اجتماعی» را در بین شهروندان برقرار نکرده بلکه نابرابری‌های اجتماعی را در بین محلات و مناطق تحت‌تأثیر افزایش داده است. جهت اثربخشی پروژه و اجرای عدالت اجتماعی در شهر، راهکارهای (بخشش مالیات و عوارض شهرداری، احداث فضای‌سبز، ایجاد دسترسی محلات به تونل، تغییر سیستم تهویه هوای تونل و غیره) در جهت جبران خسارات آسیب‌دیدگان پیشنهاد می‌شود. Tohid tunnel has been built by Tehran’s municipality to decrease traffic (in 4 districts “2, 6, 10, 11”), environmental pollution and gas consumption of vehicles. Construction of this tunnel took 29 months, from Khordad 1386 to Bahman 1388. Construction process and after completion, the tunnel itself have had many positive and negative effects on target groups. Effects of the project have been assessed using 10 step ETA method and a method which is a combination of the quantitative (survey and survey journey, with 1420 person) and qualitative (280 in-depth interview with persons and groups) methods. Results are showing that during construction heavy traffic, economical damage, social problems, environmental pollution (dust, noise) and respiratory and mental problems have occurred extensively that caused problems for habitants of the areas, drivers and shop keepers of the area. When the tunnel has become available for use, it has had positive effects for people who live in northern and southern parts of the city but others who have had no access to the tunnel have not benefited from it. Researchers suggest that by constructing this tunnel, Tehran’s municipality increased social injustice instead of social justice.
