fa بایسته‌های حقوقی بودجه نهادگرا تخصصي Special پژوهشي Research پژوهش پیرامون بودجه در ایران دارای پیشینه‌ای طولانی می باشد. در این تحقیق، مولفه‌های رویکرد برون‌سیستمی نظام حقوقی بودجه با عنایت به تحلیل نهادگرا تبیین و موانع اصلاح آن در ایران بررسی شده است. دستاورد این تحقیق، صرفنظر از طرح رویکرد جدیدی در رشته حقوق مالیه عمومی، بیان ضرورت‌ها، مبانی و راهکارهای اصلاح نظام حقوقی حاکم بر بودجه در ایران می باشد. مهم‌ترین دستاورد این تحقیق آن است که نظام حقوقی بودجه در ایران، بیشتر در پرتو نهادهای غیررسمی شکل گرفته و اگر چه بعد از انقلاب مشروطه، مجموعه قوانین و مقرراتی در این زمینه وضع گردید اما رویه‌های مربوط به حکمرانی، سازمان دولت و نهادهای‌ مرتبط با آن که موجب بسط نظام غارتی، تهدید مالکیت خصوصی، کم‌توجهی به لوازم توسعه و شاخصه‌های حکمرانی خوب در ایران بوده‌، لذا بدون اصلاح نهادِ دولت و ایجاد تحول در تصمیم‌گیری‌ها و تخصیص منابع، وضعیت نامطلوب گذشته استمرار خواهد داشت. بر این اساس بازنگری نظام حقوقی بودجه در گرو اصلاح حقوق اساسی و نظام اداری است.
